The Consultant shall work both individually and as a member of a cohesive team of health professionals contributing to the development of policies and programs across the continuum of care. Knowledge in the Defense Health Agency and its stakeholders with known familiarity with , governance administration and operations, and technical support for MHS Clinical Communities of Interest and interagency governance activities of the DHA Healthcare Operations Directorate (J3) CSD is highly desirable. The analyst will provide program management, governance operations, and technical support for interagency activities and Military Health System (MHS) primary and specialty care communities of interest (COI) for the DHA/J3 (Operations) Clinical Support Division (CSD) Section. The analyst will complete numerous program management and support activities that include but are not limited to: program management and coordination of work-streams; scheduling, streamlining information reporting/sharing; monitoring of governance activities; technical writing; report development; and managing interagency and primary and specialty care project portfolios. Governance activities supported by this contract include working groups of the Department of Defense/Department of Veterans Affairs (DoD/VA) Health Executive Committee (HEC) Clinical Operations Business Line, the MHS Tri-Service Specialty Care Advisory Board (TSSCAB), the Interagency Task Force on Military and Veterans Mental Health (ITF), and the Psychological Health and Readiness Council (PHRC). Specific Job Responsibilities Include:The candidate will provide the following executive level administrative support services for the Tri-Service Specialty Care Advisory Board (TSSCAB) and up to six working groups, integrated product teams, and communities of interest.Facilitate four meetings per week across all supported specialty care governance groups. If client requests more than eight meetings over a two week period, meeting support will prioritized over concurrent assigned tasks and/or new tasks from PWS. Meeting support includes:-Develop and maintain dashboards for tracking specialty care governance activities and responsibilities-Provide transition support to prepare for and support on-boarding of new committee chairs, action officers, and project leads-Provide meeting coordination and facilitation, including scheduling and maintaining master calendar and room reservations; meeting preparation, to include agenda development, drafting meeting materials/talking points, and requesting and coordinating speaker briefing slides ; and drafting and distributing minutes;-Facilitate preparation, follow-up, and ongoing communications with identified individuals and groups in support of governance activities or meetings. Schedule meetings with Stakeholders to review efforts of projects to include internal and external partners;-Maintain contacts and collaboration with program points of contact, including maintaining current rosters for identified governance groups and initiatives);-Maintain archival files for charters, historical documents, and other documentation for specialty care activities, and include a summary of products in development and recently completed as part of the MPR;-Coordinate and maintain awareness of activities related to specialty care work groups and activities to inform policy development, execution, and oversight;-Update and maintain Governance Operating Guidance for each specialty care workgroup supported by the contractor to communicate roles and responsibilities, identify reporting requirements and stakeholders, and define deliverable and Documents review protocols, shall be submitted within six weeks of initiating support for each governance group supported by the contractor;Support Interim Progress Reports (IPRs), up to four per quarter (16 times within each fiscal year), to provide status updates on specified specialty care projects and activitiesFacilitate continued implementation and operational support for the Project ECHO (Extension for Community Healthcare Outcomes) Community of Interest. ECHO is a tele-mentoring program utilizing multipoint videoconferencing to train healthcare providers via case-based and didactic learning to treat a variety of specialty care conditions. A "hub team" of specialists trains "spoke teams" of multiple disciplines, including primary care providers. In addition to providing meeting support to the ECHO and through the continued implementation of the tele-mentoring program, the contractor shall:-Support the government in developing new solutions to complex health care problems through frontline, best-practice patient care;-Work directly with key senior leaders across the Services, DHA, external agencies (e.g., VA), and multidisciplinary teams comprised of doctors, nurses, physician assistants, and professionals in various specialties, to support change management and innovation activities supporting the sustainability of MHS ECHO; -Facilitate the continued effective and efficient expansion of tele-mentoring utilization at the enterprise-wide level;-Implement action plans to build the centralized infrastructure to standardize the program across the MHS;-Update polices and processes to provide guidance for consistent implementation of tele-mentoring across the MHS for use in targeting costly, complex diseases and ensuring tele-mentoring educational objectives are met; -Formulate plans and providing expertise regarding all aspects of the tele-mentoring program and analyzing problems and other issues to determine the best and most appropriate courses of action; and -Develop and maintain a library of reference materials applicable to ECHO derived from a broad understanding of telemedicine as a knowledge base with awareness of applicable federal laws, DoD policies and directives, and an understanding of the larger political, legal, and healthcare environment in which the MHS operates.Education: Master's degree in Healthcare Administration orf Healthcare Policy, Public Health, or health related field or Bachelor's degree and equivalent Military Health System experience.Certifications: None requiredExperience/Knowledge: Position requires 7-9 years of experience related to healthcare operations.
