The Manager of Design Review Architects/Engineers (MDRAE) supervises a design review team of four to five professional design reviewers accountable for fulfilling the requirements as outlined in the Manufactured Housing and Monitoring Services contract by supporting HUD’s federal oversight responsibility for the design, manufacture, inspection, and consumer complaint handling of all manufactured homes. The MDRAE is responsible and accountable for the operational activities and work products necessary to complete technical and regulatory compliance monitoring activities. Specifically, the main responsibility of the MDRAE is to evaluate the performance of Design Approval Primary Inspection Agencies (DAPIAs) under the Federal Manufactured Housing Program requirements and develop performance assessments for each agency. Generally speaking, a DAPIA is responsible for evaluating and approving a manufacturer’s designs and quality control procedures used to produce homes to ensure that these elements comply with the HUD regulations and standards. The MDRAE is responsible for executing the applicable contract activities and ensuring a smooth and efficient operation for the production and submission of deliverables. The objectives include but are not limited to the following: 1) managing the overall DAPIA monitoring process, 2) evaluating performance of the DAPIAs, 3) maintaining excellent client satisfaction and relationships with industry stakeholders, 4) identifying training needs and performing training as needed, 5) ensuring the technical accuracy of work products, and 6) planning and monitoring of staff assignments to meet contract obligations and the client’s expectations. The MDRAE will also be responsible to complete other services and special activities as may be assigned by the Project Manager and/or the Director of Federal and State Programs Division as commensurate with the manager’s education, background and experience. In fulfilling the essential functions, the MDRAE will strive to ensure that all work is conducted and completed in the most efficient, cost-effective, accurate, and professional manner possible. SUPERVISION RECEIVED/EXERCISED The MDRAE will primarily receive operational direction from and supervision by the Program Manager. However, additional operational duties and assignments may be made by members of the senior and upper management team as needed to accomplish organizational goals and objectives (i.e. Business Development activities). However, functional supervision will reside with the Program Manager. This position requires close coordination with other the Task Managers responsible for managing work related with the contract. The position may also require close coordination with other managers and Directors to complete work for other IBTS contracts and obligations to deliver on promised services. The MDRAE may from time to time be asked to take a lead role in managing or providing other services critical to the performance of IBTS contractual obligations such as design review, inspections, research or similar technical services relevant to the manager’s education, background and experience. ESSENTIAL FUNCTIONS Schedule and manage activities that produce results consistent with the requirements of the DAPIA monitoring task activities required by the contract and further detailed within approved Program Work Plan for the contract.Coordinate activities with other Task Managers to improve cost and effectiveness of the operations and recommend actions to ensure tasks are executed within budget.Identify, communicate and recommend staffing needs to the Program Manager or the Director in the absence thereof.Establish and monitor schedules for all DAPIA monitoring-related assignments to ensure on-time delivery of work products. This effort is to include providing assignments and necessary guidance to the personnel.Coordinate with the Technology Services team on the needs of the DAPIA monitoring team to evaluate the DAPIAs and perform the necessary activities to produce the required products.Provide ongoing performance feedback in a professional and constructive manner to the personnel ensuring that all are clear of the performance objectives, goals, and expectations. This effort is to include following up with the Program Manager, Director, and/or Human Resources Manager as necessary.Assist in the professional development and training of peers and reporting staff to enhance the capabilities. This aspect will include identifying the training needs for personnel and developing training plans.Perform design review activities for architectural, structural, mechanical, plumbing, electrical, installation, quality assurance, and other disciplines as necessary to ensure compliance with the Federal Manufactured Home Construction and Safety Standards (commonly referred to as the “HUD Code”), Federal Manufactured Home Procedural and Enforcement Regulations, and all applicable program directives.Generate design findings based on the design reviews in accordance with the accepted protocol. The design findings should be based on deviations to the prescriptive and performance-based requirements of the HUD codes and Regulations.Complete the monthly reporting of DAPIA monitoring task-related activities to HUD that includes generating a written report and providing a verbal report for the monthly reporting periods.Conduct quality control reviews and approve all outgoing DAPIA monitoring related correspondence (i.e., emails, reports, design findings, etc.). Quality control reviews are to include but are not limited to grammar, content, consistency, logic, validity, and other criteria as appropriate.Coordinate internally and with HUD, DAPIAs, and other agencies associated with the production of a manufactured home (such as American Plywood Association, American Wood Council, etc.) to ensure a proper understanding of the requirements incorporated by reference in the HUD Code.Provide the necessary support and information to HUD, DAPIAs, home manufacturers, product manufacturers and other program stakeholders to discuss HUD Code and regulatory requirements; resolve complaints; and reconcile problems.Conduct full performance reviews of the DAPIAs that would include executing management audits during headquarters visits, preparing reports, analyzing performance corrective actions, and developing recommendations for improvement.Perform review of new and innovative designs and products use in the production process of manufactured homes.Provide technical expertise in a written or verbal form to HUD and/or on HUD’s behalf to the industry in all areas of manufactured home design, construction, and installation. This effort may include preparing and delivering presentations internally and externally on technical subjects based on investigations and research.Proficient use of all in-house software used to deliver services related to the contract.Performs other similar duties as commensurate to education, background and experience.
